Planning Commission <br />Meeting Minutes <br />October 6200 <br />Approved: <br />6:34:40 PM <br />Chairman Newland called the meeting to order at 6:34 p.m. Other Commissioners attending: <br />Jeff Moore, Clair Olivers, Michelle Trautman, Don Chase, and Loren Sand. <br />Commissioner(s) Absent: Commissioner Hale and Commissioner Alder. <br />City staff members present were Allan Giffen, Dave Koenig, Bob Larsen, John Jimerson and <br />Kathy Davis of the Planning Department <br />Approval of Minutes <br />Motion: Commissioner Olivers made a motion to approve the minutes. Commissioner Sand <br />seconded the motion. <br />Vote: Commissioner Sand, yes; Commissioner Chase, yes; Commissioner Moore, yes; <br />Commissioner Olivers, yes; Commissioner Trautman, abstain; and Chairman Newland, yes. <br />Motion Passed. <br />6:36:07 PM <br />Item #1: Public Hearing on the Supplemental Environmental Impact Statement (SETS) for <br />the CEMEX Comprehensive Plan Amendment and Rezone as part of Everett's 2008-2009 <br />Comprehensive Plan update <br />Dave Koenig, Manager, Long Range Planning and Community Development, stated that the <br />proposal is to construct up to 1045 residential housing units, up to 100,000 square feet of <br />commercial space, develop 14 acres of public open space, and retain 33.8 acres of industrial <br />use. In response to public comments on the proposal, the City decided to do a supplemental <br />environmental impact statement (SETS) on the project. The purpose of public hearing is to take <br />public comments on the Draft SETS which was issued in September. There is a 30 -day <br />comment period. Written comments will be included in the Final EIS. City approval <br />requirements include an amendment to the comprehensive plan map and industrial land use <br />policies, and a site rezone including adoption of a new revised planned development overlay. <br />He referred to a vicinity map and a conceptual master plan to indicate proposed park areas, <br />industrial use areas, commercial areas, and residential areas. <br />The Draft SETS includes the South Everett Industrial Lands Analysis report which was <br />completed to review the demand for industrial lands and to review the City's industrial lands <br />policy. The analysis concluded that it was important to maintain and preserve industrial land <br />over the planning horizon, and if there was a desire to change the area from industrial land, the <br />industrial policy would have to change in the Comprehensive Plan. The City and County <br />regional industrial policy show this area as part of the SW Everett Industrial area, and the Puget <br />Sound Regional Council also shows this area as an Industrial Manufacturing area. <br />
