Planning Commission Meeting October 6, 2009 3 1 P a rg e <br />Spivey stated that he has had generally good and positive reactions from the neighbors. He <br />asked Planning Commission to look at the project in the spirit that it has been developed by? <br />CEMEX. <br />7:02:44 PM <br />CJ Ebert has worked on this project for 2 7/2 years. In 2 "/2 years, the project has changed from <br />2200 residential units to 1045 units. Along with the residential component, the project has <br />industrial, open space, mixed use commercial, and drainage improvements. CEMEX hired <br />Tiscareno Associates to work on the design of the residential area. Tiscareno Associates has <br />worked on Redmond Town Center and Mill Creek Town Center. He felt that the project would <br />benefit the surrounding neighborhood and community by creating a sustainable environment. <br />Everett does not have many large sites left for this type of project. If the project is approved, <br />there will be parks, quality homes located near quality jobs, and street and landscaping <br />improvements that would not happen otherwise. They have completed three different traffic , <br />studies and completed residential design standards to provide predictability. <br />Citizen Comments <br />7:09:40 PM <br />Tina Hokanson, 325 S. Cabot, stated that CEMEX has been very responsive to the <br />neighborhood concerns; however, her main concern was the loss of the industrial park area. It <br />is easier to add housing throughout the City than to come back and add an industrial park area. <br />She would like to see a landscaped industrial park with the opportunity for quality jobs. The City <br />is involved in the Evergreen Way Corridor study which is a transit corridor and she felt that <br />future housing areas will be close to Transit. She felt that there was a trend to move back to <br />more pedestrian friendly neighborhoods, neighborhoods that provide connectivity, streets that <br />go through, and services provided throughout the various neighborhoods. She supports the <br />diversity of neighborhoods but would like to keep this area as an industrial park. ' <br />7:12:29 PM <br />Chairman Newland asked where the industrial areas were located on the site. Mr. Ebert pointed <br />out the industrial areas on the conceptual master plan graphic. <br />7:15:01 PM <br />Ron Soychak, 407 Veralene Way SW, stated that he did not want to see something constructed <br />that looked like the Casino Road residential area. He wasn't too concerned about the <br />residential use but wanted to see more information regarding the bulk and density of the units. <br />He was concerned about school district mitigation. The park areas would also draw traffic to the <br />area. He was concerned about the design of the roundabouts and wanted to see more <br />information regarding that. He would like to see Boeing stay in the area and wondered if they >> <br />had any concerns about the proposal. He would like night lighting that does not impact the �" 7 <br />surrounding neighborhoods. <br />7:22:47 PM <br />Chairman Newland asked if the City would develop and maintain the park areas. Allan Giffen, <br />City staff, responded that there is no money at this time for park development and the timing of <br />the donation of the land is not final. Chairman Newland asked about park planning. Mr. Giffen <br />responded that there is a required master plan process for park land which would require <br />environmental review for park development. <br />7:23:49 PM <br />
