City of Everett <br />Industrial Land Policies <br />Analysis and Draft Revisions needed if <br />CEMEX proposal were to be approved. <br />No change in the Comprehensive Plan map from industrial to mixed use residential may <br />occur without changes to Comprehensive Plan policies. <br />There is a need to change the industrial land policies related to the SW Everett area if there is a <br />desire to approve the CEMEX project. The Industrial Land Policies have been reviewed as part <br />of the Environmental Review process. At this time changes that would be needed are offered <br />here as proposed draft language. <br />The recommendation is to not make changes to policy and and keep CEMEX land as an <br />industrial area. <br />The application under review by this Final Environmental Impact Statement is being examined <br />from the perspective of what needs to be amended policy in the City's Comprehensive Plan, <br />Countywide Planning Policies, and Puget Sound Regional Council Vision 2040 policies for <br />Regional Manufacturing Centers. <br />The following draft amendments would be reviewed by Planning Commission and City Council <br />if they wish to allow future use of the CEMEX site to convert to mixed use residential from <br />industrial use. <br />Each section of the following policies, local, county and regional, are provided in their current <br />state. Then draft amendments follow with stiil£ethrettgh where existing language would be <br />deleted and underlined where new language would be added. <br />Everett Comprehensive Plan language and policies related to Industrial Lands: <br />From Section 2. I. C. 5., Economic Development, pg 4, Land Use <br />Central to the quality of life in any community is the ability of families and individuals to earn a <br />living. Without jobs there would be no community. Everett is a major employment center, <br />providing an employment and economic base for a population much larger than living within the <br />city limits. Conversely, many of Everett's residents work outside of the city and outside of <br />Snohomish County. The transportation network, linking Everett residents to places of <br />employment outside of Everett, and vice versa, has a critical effect on economic activity and land <br />use patterns within Everett. <br />Everett's economic past is marked by the dramatic swings of a boom -bust cycle of the city's <br />major industries.
