This DSEIS supplements the Draft and Final Environmental Impact
' Statement for the original 1994 Growth Management Act Comprehensive Plan.
' An opportunity for Public Comment to the City of Everett Planning Commission on the DSEIS
will be afforded on October 6, 2009, at 6:30 p.m., in the Weyerhaeuser Room, located on the 4th Floor
at Everett Station, 3201 Smith St.,Everett.
The proposed action is recommendation by Planning Commission and approval by City Council
of the annual update of the Everett GMA Comprehensive Plan, as required under the State of
Washington Growth Management Act. The proposal includes three Comprehensive Plan map
amendments with associated rezone requests (docket proposals),and 1 text amendment. The
Comprehensive Plan amendments with rezones include CEMEX Materials, the subject of this
' Document, as well at the Edgewater, and Shoemaker docket proposals and a text amendment
proposal sponsored by the Planning Commission. Edgewater, Shoemaker and the text
amendment will be accounted for here to the extent that they contribute to cumulative impacts
' that can result from annual land use policy updates, while specific descriptions, environmental
reviews and determinations for the other noted actions will be conducted under separate titles.
' Regarding the CEMEX proposal, three alternatives have been examined. Alternative 1 reviews
the application as submitted, Alternative 2 considers impacts that could result from fewer acres
rezoned and a reduced number of residential units allowed, and Alternative 3, the no change
' alternative, is based on current zoning and will function here as a base-line measurement.
The text amendment deals with the potential location for a future college campus in Everett.
Text currently noting the Kimberly Clark site on the Snohomish River is proposed to be
removed.
1
1
111 CITY OF EVERETT • 2930 Wetmore Avenue, Suite 8-A • Everett, WA 98201 • (425) 257-8731 • Fax (425) 257-8742
