MACAULAY & ASSOCIATES LTD.
REAL ESTATE APPRAISERS & CONSULTANTS
610 MEDICAL-DENTAL BUILDING
2722 COLBY AVENUE
EVERETT.WASHINGTON 98201
(2061258-2611 (EVERETT)
(2061382-9711 (SEATTLE)
October 7, 1992
Mr. Lon Mayberry, LID Coordinator
City of Everett
Public Works Department
3200 Cedar Street
Everett, WA 98201
Re: Segregation of LID #726 Assessment for Seaway Associates property
currently identified as Treasurer's Account No. 0029.
Dear Mr. Mayberry:
This letter is in reference to segregation of the LID assessment levied
against the parcel identified above. In April 1992 , a reorganization of
the ownership of various lots included under Treasurer's Account No. 0029
in LID #726 resulted in title transfers between Seaway Associates (now
represented by Quadrant) and Washington Services, Inc. In addition, Lot
2 has been replatted and divided into six lots.
The developers of Seaway Center have been spreading the assessment burden
on portions of the industrial park already sold based on a uniform amount
per buildable square foot. Portions of the original $2, 020,764 assess-
ment have been previously segregated, leaving a remaining principal
assessment balance of $1, 293,516. 14 . Since the assessments recommended
by our office were based on special benefit accruing to the buildable
areas of all affected ownerships, this proposed segregation procedure is
fair and equitable and will preserve the security of the bonds issued to
finance the local improvement district.
Please refer to the following facts and figures pertaining to this
property.
Existing LID Parcel
Tax Acct. Nos. : 022804-2-002-0021;
022804-3-001-0005;
022804-3-004-0010;
and
022804-3-008-0008
Treasurer's No. : 0029
Assessment: $1,293 , 516. 14
Current Remaining Principal Balance: $1, 099,488 . 71
