The Everett General Plan designates the subject property as "Cemetery". <br /> There are no policies addressing cemeteries or the use of cemeteries in <br /> the General Plan. <br /> 10. The Applicant submitted that the monopole and the antennas are necessary <br /> to improve cellular transmission capabilities from downtown to southwest <br /> Everett. According to the Applicant, the antennas will improve the <br /> quality of transmission, the area of transmission, and the quantity of <br /> calls that can be processed at any given time within the geographic area <br /> identified above. <br /> 11. FCC licensing requirements necessitate that cellular telephone service <br /> be available in the urban area within Everett, including the downtown <br /> southwest Everett corridor. With the antennas, cellular service will be <br /> enhanced and will provide a benefit to the public who use such service. <br /> 12. The City of Everett's Fire Marshal reviewed the request and waived all <br /> requirements for water supply and fire hydrants. This was done because <br /> the site will be secured and unoccupied. There will be no need for the <br /> water and sewer utilities on-site. <br /> 13. Although the Applicant indicated that electric power is available to the <br /> site, the Snohomish County PUD did not comment. <br /> 14. The proposed development will not generate additional traffic. <br /> Maintenance will occur on a regular basis but not more than once a <br /> month. The major impact will be during the short term construction <br /> period. The impact will be minimal on existing streets, utilities, and <br /> public services. <br /> 15. The City of Everett's Planning Department waived the requirement for a <br /> parking study. According to the City, the Use Standards Table does not <br /> address parking requirements for such a proposal. <br /> 16. Access to the site for maintenance purposes will be off private roads <br /> within the Evergreen Cemetery. <br /> 17. The proposed cellular tower will be 126 feet high and will be <br /> significantly higher than other structures in the vicinity. <br /> 18. The closest structure to the site will be the GTE office building which <br /> will be approximately 200 feet away. The closest residence to the site <br /> will be on the corner of 41st Street and Wetmore Avenue and will be <br /> approximately 650 feet away. <br /> 19. The City submitted that the proposed structure should not be visible <br /> from surrounding properties, especially those to the north and west. <br /> With the large trees that enclose the cemetery, a natural site shield of <br /> a portion of the pole will be provided. <br />
