4 . <br /> Conclusions: The Appellant concludes, based on a review of <br /> Cross Currents, written by Dr. Robert 0. Becker, that <br /> "electromagnetic fields are actually or potentially harmful <br /> to the human body. " The appellant has not provided any <br /> factual data which clearly establishes a relationship <br /> between the proposed tower and potential health risks. <br /> There has been no analysis which demonstrates that exposure <br /> levels resulting from operation of the antennas will have <br /> any effect on the residents, employees, or wildlife <br /> populations in the area. <br /> In the third paragraph on page 4 of the appeal, an excerpt <br /> from Dr. Becker's book provides the opinion that exposure to <br /> a certain field strength of EMF " . . . . is likely to be <br /> hazardous for residential exposure. " The Appellant neglects <br /> to mention that there are guidelines for recommended <br /> exposure levels for residential receptors. There is no <br /> mention in the appeal of whether these guidelines would be <br /> met or exceeded if the project were constructed. <br /> It is also important to note that the strength of any EMF is <br /> weakened by increasing the distance from the source. <br /> Because residences in the Lowell Neighborhood are at least <br /> one-quarter mile from the tower site, exposure levels will <br /> be significantly reduced from what they would be at the foot <br /> of the tower. (Refer to Exhibit #8 of the staff report to <br /> Council , Article A, page 5, first paragraph. ) <br /> The EMF levels at the base of the proposed tower would be <br /> significantly less than the ANSI/FCC standard. EMF levels <br /> at residences in the Lowell Community would be even lower, <br /> due to the distance from the tower. The estimated exposure <br /> level in Lowell is 0 . 46 microwatts/square centimeter, <br /> compared with the current ANSI standard of 500-593 <br /> microwatts per square centimeter. <br /> In summary, the City concludes that the Appellant has not <br /> demonstrated that there will be direct or indirect risks <br /> involving public health, safety and welfare from the <br /> proposed tower. The Appellant has failed to provide any <br /> meaningful factual data to this extent. No evidence has <br /> been submitted to Council which establishes that there are <br /> or have been significant adverse effects related to health <br /> or safety issues from the transmissions from a cellular <br /> telephone facility. Adequate information related to <br /> electromagnetic fields has been provided by the Applicant <br /> and City staff. <br /> B. ISSUE - MDNS NOT BASED UPON SUFFICIENT INFORMATION TO <br /> EVALUATE ENVIRONMENTAL IMPACTS <br /> The second issue raised in the appeal states that the <br /> Responsible Official did not have sufficient information to <br /> make a decision on the proposal by US West. <br /> 4 <br />
