RESOLUTION NO. 3649 <br /> WHEREAS, the Growth Management Act (GMA) RCW 36 . 70A requires the <br /> development of comprehensive plans for Snohomish County and the cities <br /> located therein; and <br /> WHEREAS, the GMA further requires the establishment of "urban growth <br /> areas" for those areas within which urban growth and services shall be <br /> encouraged and outside of which urban growth and services shall be <br /> discouraged; and <br /> WHEREAS, the orderly planning for growth and development requires the <br /> establishment of boundaries to assure the provision of adequate <br /> services and capital financing of necessary facilities; and <br /> WHEREAS, Snohomish County Tomorrow (SCT) is the process which the <br /> cities and County have agreed upon to conduct "collaborative" planning <br /> under the GMA, RCW 36.70A. 210; and <br /> WHEREAS, the cities and the County have been working together to <br /> address these issues through the SCT process and have come to an <br /> agreement regarding the establishment of an "Interim Annexation <br /> Policy" ; and <br /> WHEREAS, the Everett City Council recognizes the issues herein need to <br /> be resolved in order to facilitate GMA/SCT objectives; and <br /> NOW, THEREFORE, BE IT RESOLVED: <br /> That the Everett City Council adopts the following "INTERIM ANNEXATION <br /> POLICY" as recommended to the City Council by the Snohomish County <br /> Tomorrow Steering Committee. <br /> Councilman Introducing Resolution <br /> PASSED and APPROVED this 22nd day qiuly, 1992 . <br /> Coun it Pre ident <br />
