t E!/E?ETT <br /> RESOLUTION NO. 3634 <br /> A RESOLUTION supporting the inclusion of the City of Everett <br /> and Snohomish County in the high capacity transit program. <br /> WHEREAS, Snohomish County and its political subdivisions and transit <br /> agencies have participated in the Regional Transit Project and sent <br /> delegates and staff to serve the Joint Regional Policy Committee; and <br /> WHEREAS, the County and its political subdivisions and transit agencies <br /> have participated in the development of the Vision 2020 plan, which <br /> includes high capacity transit connecting the regional, sub-regional and <br /> metropolitan centers in the region; and <br /> WHEREAS, the Snohomish County representatives to the Joint Regional Policy <br /> Committee represent the County and its political subdivisions and transit <br /> agencies to that body; and <br /> WHEREAS, the Snohomish County representatives intend that the region <br /> including Snohomish County, be served by high capacity transit; and <br /> WHEREAS, the Snohomish County representatives intend that the high <br /> capacity transit system selected to be taken to the voters be the best, <br /> most cost effective system possible, and fully comply with the vision <br /> engendered in the Vision 2020 concept; <br /> NOW, THEREFORE, BE IT RESOLVED: that in order to accomplish the goals and <br /> intentions of the Snohomish County representatives, and to ensure that <br /> they best serve the public trust, the Snohomish County representatives <br /> will require certain information, to wit: <br /> Thorough analysis of at least three alternative rail or busway <br /> alignments identified at this time as: <br /> 1) Generally following I-5, <br /> 2) Generally following Highway 99 <br /> 3) Generally following an alignment from downtown Everett to <br /> Boeing via Evergreen Way and Casino Road, then to Alderwood Mall <br /> via Airport Road, Highway 99, 36th Avenue W, then to King County <br /> via Highway 99 <br /> and thorough analysis of at least two phasing scenarios in addition to <br /> the basic scenario under study which constructs from Seattle outward, <br /> to wit: <br /> 1) Constructing simultaneously from Everett Southward and from <br /> Seattle Northward, also known as the "golden spike" approach, <br />
