V r EVERETT RESOLUTION NO. 45400 A RESOLUTION of the City of Everett, Washington declaring intent to issue water and sewer revenue bonds to reimburse certain expenditures towards predesign, design and construction of Phase I of the Everett Water Treatment Plant Expansion Project. WHEREAS, the City of. Everett, Washington (the "City") owns and operates a combined sewer collection and treatment and water supply and distribution system; and WHEREAS, increased consumption, expansion of the customer base and changes in water quality regulations require expansion of the City' s Water Treatment Plant; and WHEREAS, the City Council has heretofore approved the predesign report for the Water Treatment Plant Expansion Project, including a three-phase construction plan (the "Project") , Phase of which Project involves the expansion of the Water Treatment Plant to a sustained production capacity of 100 million gallons per day and installing certain other improvements; and WHEREAS, certain predesign and engineering work, as well as construction of a fluoridation system has heretofore been authorized by the City in furtherance of Phase I of the Project; and WHEREAS, the City intends to ultimately finance Phase I of the Project through the issuance of sewer and water revenue bonds sometime in 1992 , and the City intends and has previously planned to reimburse expenditures towards Phase I of the Project through the issuance of such bonds;
