Adjourn <br /> Besides serving other purposes, G (Council Briefing Agenda) and H (Proposed Action Agenda) <br /> are intended to serve as the time for the Council to be acting in the capacity of a committee as <br /> a whole. As such, any reference or any action required to be considered by a specific Council <br /> subcommittee (Budget, Real Estate, etc) in any ordinance, resolution or elsewhere, will be <br /> deemed to have been satisfied by virtue of being considered under G and/or H. <br /> SECTION 3: ELECTION OF COUNCIL PRESIDENT—Mayor Pro Tern—PRESIDING OFFICER <br /> In accordance with Section 3.2 the Charter,the Council shall be presided over by the President, <br /> selected annually by a majority vote of the Council. In the absence of the President at a <br /> meeting, the presiding officer for a meeting shall be a councilmember selected by a majority of <br /> the members present as such meeting. <br /> Pursuant to Section 2.7 of the Charter, the President of the Council shall also be deemed the <br /> Mayor Pro Tern for the same period of office. The annual election of the Council President and <br /> Mayor Pro Tern will be noted on the Council agenda and will occur on the 3rd regular meeting of <br /> the month of November unless otherwise determined by majority vote of the entire Council. <br /> SECTION 4: PROCEDURE FOR COUNCIL INITIATED LEGISLATION <br /> To promote the orderly development and consideration of proposed legislation and the <br /> efficient use of staff time, Council will initiate legislation as follows: <br /> The City Attorney will prepare a draft ordinance or resolution if a request is made by two or <br /> more members at a Council meeting and not opposed by a majority of those present. The <br /> Mayor may direct the City Attorney to stop work on proposed legislation requested by less than <br /> a majority if deemed prudent in light of City priorities and resources and will so inform the <br /> Council at the earliest opportunity. <br /> Individual Council members may seek preliminary advice from the City Attorney prior to making <br /> a formal request to the City Attorney to draft legislation and such communications will be <br /> treated as confidential unless directed otherwise by a majority of the full Council or by the <br /> Mayor. <br /> 2 <br /> 3 <br />
