4 <br />Everett Gospel Mission Comprehensive Plan Amendment and Rezone <br />Location: 2222 52nd Street, in Lowell Neighborhood. <br />A. Request: <br />1. Amend the Comprehensive Plan land use map designation from 1.3 (Single Family <br />Residential) to 4.2 (Community Business), <br />2. Rezone from R-2 (Single Family) to B-2 (Community Business) with Development <br />Agreement, and <br />3. Use a Development Agreement to: <br />a. Limit use of the site and its structures to office and R-2 uses. <br />b. Ensure the structure; site and parking retain their residential character. <br />B. Background: <br />At this time Everett Gospel Mission owns four residential structures to the north, on the west side of <br />2nd Avenue. They use them to house and work with homeless women and children in need. The <br />shelter beds are in great demand at this time, so the Mission would like to free up more space for <br />shelter beds and expand their office space. <br />Planning Commission held a public hearing on the request on February 16, 2010. At that time the <br />Commission voted to recommend Council support the request, provided the rezone property retain its <br />residential character. <br />C. Details of proposal: <br />1. The proposal is to use the existing single family home on the subject property as an office. This in <br />turn would open more space in the Woman's Shelter and increase existing shelter beds from 75 to <br />100. <br />2. The Mission has indicated a willingness to maintain appearance of the new office space as a single <br />family residence. There would be no signage on the site and parking on the property would function <br />as if it were single family, with at least two spaces provided. Any overflow parking would use the <br />Shelter's facilities across the street, to the north. <br />3. The Mission has been informed, and they accept, that Office Use of the property means "Uniform <br />Building Codes" would apply to the structure under the proposed "commercial" use. <br />4. Correspondence is being provided in the Council Offices. One phone message received prior to <br />the Planning Commission hearing indicated the caller was not in support of the requested action. The <br />caller stated that if the request is approved, the building should retain its residential appearance and <br />that signage should not be allowed. <br />34 <br />
