The intent is to protect property such as forests, farmland <br /> and critical areas from the impacts of development by allowing property owners to sell their development <br /> rights to developers to use in cities where development is desired. The funding is for either infrastructure or <br /> TDR planning efforts. Everett does not qualify for TDR related infrastructure funds since it has not <br /> established an interjurisdictional TDR program with the County. If Everett establishes a TDR program,it <br /> will be eligible for future infrastructure funding grants for capital improvements within TDR receiving areas. <br /> The County is willing to partner with Everett and other cities to establish the program. The grant application <br /> must be supported by a City Council resolution in the application package. <br /> Two previous studies have concluded that TDR is not financially viable in Everett under current regulations, <br /> so part of the work program would be to determine what changes to existing regulations are necessary. The <br /> proposed resolution commits the City to consider establishing a pilot program if the economic feasibility <br /> study identifies policy and code changes that need to be made to make the TDR program viable. A pilot <br /> program would allow the City to determine if a more permanent TDR program is in the City's best long term <br /> interests. The resolution does not commit the City to a TDR program if the feasibility analysis identifies <br /> changes to existing regulations that the City finds unacceptable. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Adopt Resolution Confirming the City Council's Support for a Grant Application Seeking Funding <br /> concerning a Transfer of Development Rights Pilot Program. <br /> 1 <br />
