WHEREAS, an eligibility requirement for awarding the grant funds is a resolution adopted by the City Council demonstrating its level of commitment to proceed toward adoption of TDR policies and regulations and an interlocal agreement with the County; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT AS FOLLOWS: Section 1. The City Council supports the submittal of a grant application for funding of the necessary economic feasibility study and planning analysis to determine the potential for enacting a transfer of development rights program in partnership with Snohomish County. Section 2. The City agrees to review and consider enacting a TDR pilot program to receive development rights from the County if the feasibility study determines that such a program is financially viable and the changes to existing City policies and regulations required to ensure program success are in the City's opinion in the best long term interests of the City. Section 3. The City TDR policies and regulations should focus on the receipt of development rights from agricultural and forest lands in sending areas designated by the County. Section 4. The best candidates for receiving areas in the City are to be determined through the feasibility study and planning analysis to be funded by the requested grant. Section 5. The City Council commits to meeting all milestones and completing all deliverables consistent with its grant application to the Department of Commerce by the deadlines to be stated in the contract between the City and Department of Commerce.
