WHEREAS, an eligibility requirement for awarding the grant funds is a resolution <br /> adopted by the City Council demonstrating its level of commitment to proceed toward <br /> adoption of TDR policies and regulations and an interlocal agreement with the County; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF EVERETT AS FOLLOWS: <br /> Section 1. The City Council supports the submittal of a grant application for funding of <br /> the necessary economic feasibility study and planning analysis to determine the potential <br /> for enacting a transfer of development rights program in partnership with Snohomish <br /> County. <br /> Section 2. The City agrees to review and consider enacting a TDR pilot program to <br /> receive development rights from the County if the feasibility study determines that such a <br /> program is financially viable and the changes to existing City policies and regulations <br /> required to ensure program success are in the City's opinion in the best long term <br /> interests of the City. <br /> Section 3. The City TDR policies and regulations should focus on the receipt of <br /> development rights from agricultural and forest lands in sending areas designated by the <br /> County. <br /> Section 4. The best candidates for receiving areas in the City are to be determined <br /> through the feasibility study and planning analysis to be funded by the requested grant. <br /> Section 5. The City Council commits to meeting all milestones and completing all <br /> deliverables consistent with its grant application to the Department of Commerce by the <br /> deadlines to be stated in the contract between the City and Department of Commerce. <br /> Passed and approved this day of ,2010 <br /> Councilmember Introducing Resolution <br /> Council President <br /> 2 <br /> 3 <br />
