The WSP is responsible for management of the Automated Fingerprint Identification
System (AFIS) for the entire state. The WSP recently entered into an agreement to share fingerprint data
with a consortium of ten western states known as the Western Identification Network (WIN). The
establishment of this new agreement between WSP and WIN requires an update to the original WSP
Livescan user agreement between the WSP and Everett PD. This new user agreement replaces any previous
Livescan agreements between,WSP and Everett PD.
RECOMMENDATION:
Authorize the Mayor to sign an Agreement with the Washington State Patrol regarding Livescan fingerprinting
identification with Western Identification Network
11
