S3
GCA 6541
US 2, Everett Port / Naval Station to SR 9
Corridor Planning Study
Exhibit A
Scope of Work
The 2009 Washington State Legislature provided the Washington State Department of
Transportation (WSDOT) with $400,000.00 to conduct the US 2: Everett Port/Naval
Station to SR 9 Corridor Planning Study. The total budget for this Study is $800,000.00.
The WSDOT is providing all the administrative support, data analysis, project
coordination, technical support, document preparation and publication, and some
specific modeling activities. The city of Everett will pay WSDOT up to $200,000.00 for
WSDOT Work related primarily to public outreach as well as for the performance of
other approved tasks as needed for the completion of the study.
The intent of the corridor plan is to identify a range of mobility improvements that can be
implemented over the next 20 years, as funding becomes available. A prioritized list of
low, medium, and higher cost improvements will be produced. The Study will
incorporate the recommendations from two geographically related studies; the US 2
(Snohomish to Skykomish) and SR 9 (SR 522 to Scholman Road) Corridor Planning
studies. Recommendations will fit within the framework of "Moving Washington,"
WSDOT's three-prong approach to addressing congestion by adding capacity
strategically, operating the system efficiently, and managing demand. The
recommended improvements and strategies will provide a long-range vision for the
corridor which can be implemented incrementally using a variety of federal, state,
regional, and local funding sources. The recommended improvements are eligible to be
incorporated into the Washington Transportation Plan (WTP) and Puget Sound
Regional Council (PSRC) Regional Transportation Plan (Transportation 2040).
9
