As the North Area Sewer L
Project neared completion and was ready for bidding, the June 9, 2010 rainstorm event occurred, which
resulted in significant localized flooding and surcharged sewer lines. Consequently, bidding and construction
of the project were put on hold. It was decided that an evaluation of the overall Combined Sewer network in
the vicinity of the 1300 and 1400 blocks of Oakes and Lombard was warranted, as well as the surrounding
neighborhood, downstream conveyance trunks and interceptors, to see if the North Area Sewer L Project
could be improved to also address the basement flooding problems.
Amendment No. 1 will allow Otak to perform detailed hydraulic and hydrologic computer modeling of
Everett's northend sewer network and to identify specific sewer and drainage collection and conveyance
improvements for the North Area Sewer L Project, which should limit basement flooding and pipe
surcharging. The study also evaluates the downstream interceptor system to identify additional system
improvements to further manage peak wet weather flows. The authorized amount was $580,000 for the
original contract and will total $870,000 after Amendment No. 1.
RECOMMENDATION (Exact action requested of Council):
Authorize the Mayor to sign Amendment No.1 to Professional Services Agreement with Otak, Inc. to
provide engineering study services for the Sewer System Replacement and Capacity Improvements L Project
in the amount of$290,000. 1
