RESOLUTION NO. 3582 <br /> A RESOLUTION of the City of Everett expressing its <br /> intent to cooperate, coordinate and consolidate efforts <br /> concerning implementation of the Growth Management Act. <br /> WHEREAS, cities and counties are required by the Growth Management Act (GMA) <br /> to plan for and adopt urban growth areas (UGA's); and <br /> WHEREAS, precedent to adoption of UGA's, a number of actions are necessary <br /> which require interaction between Snohomish County and cities therein, <br /> including establishment of: Interim Urban Growth Areas (IUGA's); deadlines <br /> for adoption of final UGA's and Joint Comprehensive Planning Areas (JCPA's); a <br /> method to determine JCPA's; a process for preparation of comprehensive plans <br /> for urbanized and urbanizing areas adjacent to cities; a method by which the <br /> County and cities work toward compatible land use policies, development <br /> standards, and improvement programs within the UGA's; a commitment by the <br /> County and cities to consider each others' plans, policies and regulations in <br /> land use decisions and mitigation requirements; a means by which the County <br /> and cities will identify 20 year growth areas; and a process by which <br /> citizens, special purpose districts and other agencies can participate in the <br /> joint planning process; and <br /> WHEREAS, various cities within Snohomish County, some of which include <br /> Bothell, Brier, Edmonds, Everett, Lynnwood, Mill Creek, Mountlake Terrace, <br /> Mukilteo, and Woodway, find that it is in the best interest of all <br /> participants in the process to cooperate, coordinate and consolidate the <br /> cities' efforts when working with Snohomish County on this issue rather than <br /> approaching this issue on an individualized basis; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> Everett that: <br /> 1. The City of Everett agrees to cooperate and coordinate <br /> its efforts to plan and implement the GMA related to urban growth areas <br /> with other cities in Snohomish County which indicate a mutual desire to <br /> do so. <br /> 2. The City of Everett agrees that the positions of the <br /> respective cities should be consolidated for the purpose of interfacing <br /> with Snohomish County. <br /> 3.
