RESOLUTION NO. <br /> A Resolution of the City of Everett Adopting an Environmentally <br /> Sensitive Areas Policies Element of the Everett General Plan. <br /> WHEREAS, the City has adopted several policy documents related to <br /> environmentally sensitive areas (ESA's) since 1972 which do not <br /> individually or collectively address the many complex issues <br /> pertaining to ESA's in a comprehensive manner; and <br /> WHEREAS, the City has long recognized the need to update, <br /> streamline, and revise the existing body of ESA policies; and <br /> WHEREAS, the City adopted a set of Zoning Code regulations in the <br /> Zoning Code which became effective in January, 1990, on an interim <br /> basis until the City's General Plan Policies for ESA's could be <br /> re-evaluated; and <br /> WHEREAS, the State Growth Management Act of 1990 requires the <br /> adoption of regulations protecting "critical areas" (ESA's) by <br /> September 1 , 1991; and <br /> WHEREAS, the City finds that it is desirable to have a comprehensive <br /> set of policies upon which to base its regulations for the <br /> protection of "critical areas" ; and <br /> WHEREAS, the Planning Commission has been conducted numerous public <br /> workshops and public hearings on ESA's and has considered a wide <br /> variety of viewpoints, opinions and perspectives concerning ESA's, <br /> and has recommended that the City Council adopt revised Policies for <br /> the protection of environmentally sensitive areas. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT THAT: <br /> 1. The City hereby adopts the General Plan Policies entitled <br /> "Environmentally Sensitive Areas Land Use Policies which are <br /> attached hereto and incorporated by reference as an Element of <br /> the City of Everett General Plan; and that said policies are to <br /> be used as a guide to decision-making in the adoption of land use <br /> regulations, review of land use permit applications, capital <br /> improvements and budgeting decisions, public education and <br /> information efforts, and environmental management programs. <br /> 2 . The Environmentally Sensitive Areas Land Use Policies shall <br /> supercede the environmental policies contained in the following <br /> documents: <br /> a. The Everett Community Plan (1972) <br /> b. Growth Management Report (1981) <br /> c. Southwest Everett Comprehensive Plan (1982) <br /> d. Everett General Plan Land Use Policies (1984, 1986, 1987) <br />
