RESOLUTION NO. A Resolution of the City of Everett Adopting an Environmentally Sensitive Areas Policies Element of the Everett General Plan. WHEREAS, the City has adopted several policy documents related to environmentally sensitive areas (ESA's) since 1972 which do not individually or collectively address the many complex issues pertaining to ESA's in a comprehensive manner; and WHEREAS, the City has long recognized the need to update, streamline, and revise the existing body of ESA policies; and WHEREAS, the City adopted a set of Zoning Code regulations in the Zoning Code which became effective in January, 1990, on an interim basis until the City's General Plan Policies for ESA's could be re-evaluated; and WHEREAS, the State Growth Management Act of 1990 requires the adoption of regulations protecting "critical areas" (ESA's) by September 1 , 1991; and WHEREAS, the City finds that it is desirable to have a comprehensive set of policies upon which to base its regulations for the protection of "critical areas" ; and WHEREAS, the Planning Commission has been conducted numerous public workshops and public hearings on ESA's and has considered a wide variety of viewpoints, opinions and perspectives concerning ESA's, and has recommended that the City Council adopt revised Policies for the protection of environmentally sensitive areas. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT THAT: 1. The City hereby adopts the General Plan Policies entitled "Environmentally Sensitive Areas Land Use Policies which are attached hereto and incorporated by reference as an Element of the City of Everett General Plan; and that said policies are to be used as a guide to decision-making in the adoption of land use regulations, review of land use permit applications, capital improvements and budgeting decisions, public education and information efforts, and environmental management programs. 2 . The Environmentally Sensitive Areas Land Use Policies shall supercede the environmental policies contained in the following documents: a. The Everett Community Plan (1972) b. Growth Management Report (1981) c. Southwest Everett Comprehensive Plan (1982) d. Everett General Plan Land Use Policies (1984, 1986, 1987)
