Land use regulations must <br /> strike a balance between the variety of public and private needs <br /> and the natural constraints of environmentally sensitive areas. <br /> The City and private property owners must take into consideration <br /> the natural environmental limitations and the impacts of land <br /> development activities on aquatic resources when determining <br /> reasonable use of property. <br /> B. Goal. <br /> Protect, improve, and maintain the quality of Everett's water <br /> resources. <br /> C. Objectives. <br /> 1. Protect and enhance the natural functions of water resources <br /> such as streams, lakes and wetlands, including water quality <br /> maintenance, fish and wildlife habitat, runoff and flood <br /> control, groundwater recharge and discharge, sediment <br /> retention, pollution assimilation, and stream flow. <br /> 2 . Encourage land development, construction and site planning <br /> practices that protect and enhance the City's water <br /> resources. <br /> D. POLICIES <br /> Preservation <br /> 1 . Because alteration of natural water resources can result in <br /> environmental degradation, increased costs to the public, <br /> flooding, erosion, sedimentation, and damage to water <br /> quality, fish and wildlife habitat, Everett's natural water <br /> resources should be protected, maintained and enhanced. <br /> Protective Requirements <br /> 2 . Because land use and development activities can create <br /> impacts upon the quality of streams, lakes, wetlands and <br /> groundwater aquifers, the City should adopt land development <br /> regulations which establish adequate protections to water <br /> resources, which include: <br /> a. clearing, grading and filling restrictions in areas <br /> where such activities will impact water resources and <br /> associated habitat areas. <br /> b. stormwater runoff controls which will prevent erosion, <br /> sedimentation and the discharge of pollutants into the <br /> natural drainage system. <br /> c. preservation and enhancement of vegetation as a means <br /> of protecting both water quality and wildlife habitat. <br /> d. construction management practices which reduce the <br /> potential for erosion and water quality impacts both <br /> during and after land development and construction. <br /> i <br />
