C. Objectives. <br /> 1 . Encourage land development and construction practices- which <br /> cause minimal disturbance to unstable soils and steep <br /> slopes. <br /> 2 . Encourage construction and site planning practices that <br /> adequately address the physical limitations of <br /> topographical and geological features. <br /> 3 . Insure prompt development, restoration and effective erosion <br /> control of property during and after land clearing through <br /> the use of phased development, replanting, and other <br /> appropriate engineering and construction management <br /> techniques (Best Management Practices) . <br /> D. Policies. <br /> Geologically Hazardous Areas <br /> 1. Because there are areas in Everett which are susceptible to <br /> landslide, seismic and erosion hazards, the City should: <br /> a. Generally identify where each of these hazard areas <br /> exists. <br /> b. Prohibit or strictly limit development in areas of <br /> greatest geological hazard. <br /> c. Require geotechnical analysis for development proposals <br /> within such areas to understand the extent of hazards. <br /> d. Adopt construction standards, zoning requirements, <br /> inspection, monitoring and enforcement procedures which <br /> assure protection of life, property and environmentally <br /> sensitive areas. <br /> Steep Slopes <br /> 2 . Because the potential for landslides, erosion and drainage <br /> impacts increases when development occurs on steep slopes, <br /> the city should adopt regulations for development of steep <br /> slopes lessen the risk and prevent the occurrence of such <br /> problems. <br /> Erosion <br /> 3 . Because erosion can result from clearing and development <br /> activities on any site, regardless of slope or soil type, <br /> the City should require careful and effective erosion <br /> control measures during and after construction. <br /> Vegetation <br /> 4. Because vegetation helps to stabilize soil and control <br /> erosion, the City should prohibit or restrict clearing of <br /> vegetation in areas which are susceptible to landslide and <br /> erosion and encourage the re-vegetation of cleared areas. <br />
