11111P <br /> RESOLUTION NO. 3553 EvisqErr <br /> A RESOLUTION authorizing the withdrawal of the <br /> Annexation Request for Paine Field Airport. <br /> WHEREAS, the City Council finds that through the adoption of <br /> Resolution No. 3429 the City commenced annexation of Paine Field <br /> Airport; and <br /> WHEREAS, the City Council finds that the City and County have <br /> discussed a number of issues concerning the proposed annexation <br /> but many of the issues remain unresolved; and <br /> WHEREAS, the City Council finds that apparently the time is not <br /> right to proceed any further with the annexation; and <br /> WHEREAS, the City Council finds that the Boundary Review Board <br /> wishes to set a hearing date for the public hearing for the <br /> proposed annexation; and <br /> WHEREAS, the City Council finds that the City's request to annex <br /> Paine Field Airport should be withdrawn before the Boundary <br /> Review Board proceeds any further with the annexation process; <br /> and <br /> WHEREAS, RCW 14 . 08 . 330, which limits local jurisdictional <br /> taxation authority to non-airport operations, raises questions as <br /> to whether provision of essential governmental services to <br /> private businesses leasing airport property from the County will <br /> disproportionately drain resources without adequate tax revenues; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT: <br /> 1. The City formally withdraws its request with the Snohomish <br /> County Boundary Review Board for the annexation of Paine <br /> Field Airport as authorized by Resolution No. 3429 . <br /> 2 .
