September 5 report and was a basis for the Revised MDNS. The October 4
study provides parking utilization information for the same area as
the September study. Parking utilization was counted on October 3 in
the morning, mid-day, afternoon, and evening. Based on review of
these studies, the greatest utilization of on-street parking is
during the school day and in the area with unlimited-time parking. At
every date and time noted in the LOJIS studies, parking spaces were
available in the total study area.
C`nnc-lu inn: Mitigation provided in the Revised MDNS has been required
consistent with existing City General Plan Policies, the Zoning Code,
and SEPA policies. The
concern regarding pressures placed on existing parking spaces from
these mitigation measures are not significant due to the sufficiency
of available parking described in the parking studies.
DECISION
The appeal is denied and the Revised Mitigated Determination of
Non-Significance is affirmed as issued September 10 , 1991 which
includes mitigation measures that condition The Colby, a Mixed Use
Development: 64 units with 3 ,976 square feet of retail, and 32
under-structure parking spaces located on the East side of Colby
mid-block between 25th and 26th Street in the B-3 Zoning District.
DATED this 30th day of October , 199
Councilmember introducing resolution
CITY COUNCIL
ygPRitAtid i1
Council President
9
clbyffcr
