EL/E?ETT <br /> RESOLUTION NO. 3548 <br /> A RESOLUTION in Support of Referendum 42, <br /> Providing Statewide Enhanced 9-1-1 Service. <br /> WHEREAS, Enhanced 9-1-1 is an emergency communication system wherein <br /> the caller can readily access law enforcement, fire, and medical <br /> assistance; and <br /> WHEREAS, The "enhanced" feature is an immediate display of the <br /> caller's location, which enables response even if the caller is unable <br /> to speak after dialing 9-1-1; and <br /> WHEREAS, Finding that a statewide emergency communication network of <br /> Enhanced 9-1-1 service would serve to further the safety, health, and <br /> welfare of the state's citizens, the Washington State Legislature <br /> passed legislation in 1991 requiring each county, singly or jointly, <br /> to establish Enhanced 9-1-1 service by 1998; and <br /> WHEREAS, Existing authorization to levy a local telephone tax for <br /> 9-1-1 service, regular or enhanced, is not sufficient to provide this <br /> service in rural areas; and <br /> WHEREAS, The Legislature authorized an additional statewide tax of up <br /> to 20 cents per month per telephone line so that Enhanced 9-1-1 can be <br /> implemented statewide, with this tax reduced to a maximum of 10 cents <br /> per month per telephone line after 1998; and <br /> WHEREAS, The Enhanced 9-1-1 measure adopted by the Legislature in 1991 <br /> requires approval by voters during the 1991 general election; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that the City of Everett strongly supports the statewide <br /> implementation of Enhanced 9-1-1 emergency communication service, and <br /> encourages voters to approve Referendum 42 during the general election <br /> this fall. <br /> Councilperson Introducing Resolution <br /> PASSED and APPROVED this 30th day of Oct. , 1991. <br /> &L1'l/f <br /> ED MORROW, Cocil resident <br />
