RESOLUTION NO. 3528 <br /> A RESOLUTION adopting findings and conclusions and rendering certain decisions <br /> concerning the appeals of the decision of the City of Everett Responsible Official <br /> imposing mitigation pursuant to SEPA on the Boeing/Everett Manufacturing facility. <br /> WHEREAS, the City Council finds that on March 22, 1990, the City received a completed <br /> environmental impact statement application from the Boeing Commercial Airplane Group for an <br /> expansion of Boeing's Everett facility; and <br /> WHEREAS, the City Council finds that as a result of the environmental review process, a final <br /> environmental impact statement was issued on June 24, 1991; and <br /> WHEREAS, the City Council finds that the City's Responsible Official exercised SEPA substantive <br /> authority by issuing a Decision Document on July 3, 1991; and <br /> WHEREAS, the City Council finds that appeal letters were received from the following: Snohomish <br /> County Council; City of Mukilteo; Community Transit; Betty Blair; George Smith; Etta Southern; and <br /> Snohomish County Alliance to End Homelessness, represented by Evergreen Legal Services; Darrel and <br /> Roma Freudenberg; Streamkeepers of Everett and Snohomish County; Friends of Responsible and <br /> Orderly Growth; Citizen Advocates for Responsible Development; Vision Snohomish County; and <br /> Snohomish County Improvement Alliance, all represented by Elmer Johnston; Don Miller; and Paine <br /> Field Gun Club; and <br /> WHEREAS, the City Council finds that after due notice, an appeal hearing was held before the City <br /> Council commencing on August 21, 1991, and continuing to August 28, 1991 and September 4, 1991, <br /> and concluding on September 5, 1991; and <br /> WHEREAS, the City Council finds that following review of the record of the appeal proceedings, <br /> consideration of the testimony and argument of the parties and after due deliberation of the issues, <br /> Council makes its decision in accordance with the provisions of this resolution. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT: <br /> 1 <br />
