RESOLUTION NO. 3528 A RESOLUTION adopting findings and conclusions and rendering certain decisions concerning the appeals of the decision of the City of Everett Responsible Official imposing mitigation pursuant to SEPA on the Boeing/Everett Manufacturing facility. WHEREAS, the City Council finds that on March 22, 1990, the City received a completed environmental impact statement application from the Boeing Commercial Airplane Group for an expansion of Boeing's Everett facility; and WHEREAS, the City Council finds that as a result of the environmental review process, a final environmental impact statement was issued on June 24, 1991; and WHEREAS, the City Council finds that the City's Responsible Official exercised SEPA substantive authority by issuing a Decision Document on July 3, 1991; and WHEREAS, the City Council finds that appeal letters were received from the following: Snohomish County Council; City of Mukilteo; Community Transit; Betty Blair; George Smith; Etta Southern; and Snohomish County Alliance to End Homelessness, represented by Evergreen Legal Services; Darrel and Roma Freudenberg; Streamkeepers of Everett and Snohomish County; Friends of Responsible and Orderly Growth; Citizen Advocates for Responsible Development; Vision Snohomish County; and Snohomish County Improvement Alliance, all represented by Elmer Johnston; Don Miller; and Paine Field Gun Club; and WHEREAS, the City Council finds that after due notice, an appeal hearing was held before the City Council commencing on August 21, 1991, and continuing to August 28, 1991 and September 4, 1991, and concluding on September 5, 1991; and WHEREAS, the City Council finds that following review of the record of the appeal proceedings, consideration of the testimony and argument of the parties and after due deliberation of the issues, Council makes its decision in accordance with the provisions of this resolution. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT: 1
