wetland complex is ready to receive water. Meanwhile, some sampling of treated filters <br /> discharge water has been completed during times when the filters were operating. At this <br /> time, only limited sampling data is available. However, for the two water quality <br /> samples taken by Dames and Moore, the oil and fuel component of the surface water <br /> discharged from the peat filter was below detection limits. <br /> • The design criteria for discharge from the peat filters is for fuel and oil concentrations <br /> not to exceed 0.7 mg/1 in accordance with the most restrictive downstream fisheries <br /> habitat requirements (see DEIS App. C - Surface Water, pg 1-17, and FEIS pg 3-27). <br /> • Fuel and oil is the major component of total oil and grease. State water quality criteria <br /> for total oil and grease in surface water runoff is 10 mg/1 average daily, and a maximum <br /> of 15 mg/1 (DEIS, App. C - Surface Water, pg 1-17). <br /> • The Decision Document requires the following: <br /> - A water quality monitoring program must be submitted to and approved by the <br /> City prior to occupancy of any structure located in the area draining to the main <br /> fork of Powder Mill Gulch. Water quality shall be sampled at the outfall of the <br /> peat filter system and at the planned outfall of the created wetlands. <br /> 1. The design goals of the peat filter system for discharge not to exceed 0.7 <br /> mg/1 for fuel and oil (see DEIS App. C -Surface Water, pg 1-17) should be met. <br /> In no event shall fuel and oil discharges from the peat filter system exceed <br /> levels which will result in a failure to protect downstream fisheries <br /> habitat. <br /> 2. A monitoring and contingency plan to accomplish these goals for the basin <br /> must be reviewed and approved by the City (see DEIS App. C -Surface Water, <br /> pg 2-8). <br /> 3. The approved contingency plan shall be implemented by Boeing in the <br /> event the design goal is not met, identify the source of pollutants and <br /> remedial options for review and approval by the City (Decision Document: <br /> General Mitigation (4) Surface Water, pg 14). <br /> • Boeing's existing operational procedures include the following schedule: <br /> - Provide daily inspection and cleanout of any accumulated fuel and oil, and <br /> periodic cleaning of sludge and sediments for the fueling stall separator(s). <br /> - Monitor and clean other oil-water separators within Powder Mill Gulch and <br /> Japanese Gulch weekly. <br /> - Monitor and clean Type II catch basins quarterly; remove floating debris <br /> 12 <br />
