The Decision Document imposes requirements which <br /> provide for mitigation of wetland impacts, (Decision Document, V, a.2 a&b, Wetland Mitigation, <br /> pp 12-13), and surface water impacts (Decision Document V, A.4 Surface Water). <br /> • The Decision Document imposes all regulatory requirements of Section 37 of the Zoning <br /> Code, (Environmentally Sensitive Areas) to the Boeing Master Development Plan. <br /> • The Decision Document requires substantial modifications of the Proposed Master <br /> Development Plan to relocate drainage detention facilities proposed in intermittent <br /> tributaries A and B outside environmentally sensitive areas. <br /> • No surface water detention facilities are permitted within stream or seasonal stream <br /> corridors or their associated buffers. <br /> • All vegetated swales are required to be located outside the wetlands and wetland buffers <br /> except for necescary crossings to discharge treated surface water. <br /> • The mitigation of wetland impacts is entirely separate from water quality requirements <br /> which apply to the treatment of surface water. <br /> • The record supports the decision of the Responsible Official; appellants have not <br /> demonstrated that the decision is unreasonable or should be modified. <br /> Decision: <br /> Except for the addition of the mitigation requirements recommended below, deny the appeal and affirm <br /> the mitigation requirements for the location of surface water detention facilities and the stream and <br /> wetland mitigation requirements as set forth by the Responsible Official in Section V.B.2, Sub-area <br /> 2A(1) Streams and Wetlands, Mitigation Requirements i. through ix (see Decision Document pp 20-23). <br /> Also affirm the mitigation requirements for vegetated swales as set forth by the Responsible Official <br /> in the Decision Document, Section V.A.4. Surface Water b. (p 14). <br /> Affirm the wetland mitigation requirements as set forth by the Responsible Official in the Decision <br /> Document in Section V.A.2 Environmentally Sensitive Areas, Mitigation Items a. Wetland Mitigation <br /> and b. <br /> For additional clarification, add the following language to Section V.A.4. of the Decision Document: <br /> • Wetlands, stream or seasonal stream corridors, and their associated buffers shall not be <br /> used for drainage detention facilities, or vegetated swales, except for necessary crossings <br /> of the buffer to discharge treated surface water. <br /> 16 <br />
