• The proposed surface parking area east of the existing detention pond and west of the <br /> John Fluke Company property contains the major stands of Yew groves and trees on the <br /> Boeing site (see DEIS App. E, Fig. 2). <br /> • The location of preserved open space in this area in Powder Mill Gulch is important <br /> because it will increase the size of the most substantial remaining block of habitat area <br /> on the Boeing site (see DEIS App. E, 3.1). <br /> • The Decision Document does not permit development at this time of the major portion <br /> of this area (see FEIS, Fig. 3.1-1 -Site Modification Map). This designated area must be retained <br /> as vacant for future development or designated to remain as permanent open space. Any <br /> future development is subject to additional SEPA analysis of impacts on Yew trees and <br /> groves and must be approved by the City (see Decision Document, pp 26-27). <br /> • Other Yew trees within required wildlife corridors and wetland buffers will also remain <br /> undisturbed. <br /> • The Decision Document requires a special study to identify opportunities for propagation <br /> and to address the feasibility of replacement of any eliminated Yew trees either on-site <br /> or on other sites in the City (see Decision Document, pg 27). <br /> • The major portion of the site containing groves (stands) of Yew trees must be retained <br /> as open space or designated as vacant for future development. <br /> • The Decision Document requires a substantial modification of the proposal to eliminate <br /> immediate development of approximately 12.5 acres in this area. <br /> • The majority of Yew trees on the site will remain undisturbed (approximately 82 percent) <br /> at this time. <br /> • Requirements included in the Decision Document substantially mitigate impacts on Yew <br /> trees and open space. <br /> Conclusions: <br /> • Appellant has not demonstrated that the Decision of the Responsible Official is <br /> unreasonable. <br /> • The record supports the Decision of the Responsible Official. <br /> • The record includes no support for the allegation of the appellants. <br /> • Requirements included in the Decision Document substantially mitigate impacts on Yew <br /> trees and open space. <br /> 5 <br />
