The zoning regulations include a section relating to areas designated as"retail <br /> streets" by Map No. 22-2,which includes Hewitt Avenue,Colby Avenue, and portions of Wetmore and <br /> Rucker Avenues. The intent of establishing retail streets was to focus retail activity onto just a few streets to <br /> encourage a concentration of retail and compatible uses,with development standards that create a pedestrian- <br /> friendly streetscape. Certain uses are prohibited on the ground floor of buildings that front on retail streets, <br /> including: <br /> Parking lots, food banks, tattoo parlors,blood or plasma donor centers,body piercing, churches, <br /> pawnshops, secondhand stores,places of assembly,teen clubs,private clubs,fraternal organizations, and <br /> social service facilities. <br /> Antique stores are not allowed under the general prohibition of"secondhand stores." Property owners have <br /> asked the City to reconsider the prohibition of antique stores or antique malls and the retail sale of certain <br /> other types of non-antique used merchandise under the more general category of"secondhand stores." The <br /> Planning Commission has recommended approval of amendments that would allow antique shops,antique <br /> malls, and limited secondhand retail sales on portions of Hewitt Avenue within the area designated as retail <br /> streets. The ordinance also adds definitions for several types of uses that are either permitted or prohibited <br /> on retail streets under the proposed amendments. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Adopt Ordinance Amending the Zoning Code Related to Secondhand Stores, Amending Ordinance No. <br /> 1671-89, as Amended(EMC Title 19). 7 <br />
