9 <br /> SECTION 14. Cooperation. <br /> The COUNTY shall fully cooperate with the MUNICIPALITY so that the MUNICIPALITY may <br /> fulfill the MUNICIPALITY's obligations under Contract No. F1052110-006, Exhibit A. The <br /> COUNTY's obligation to cooperate shall specifically include, but not be limited to: <br /> • Providing material necessary for the MUNICIPALITY to meet reporting or auditing <br /> requirements under Contract No. F1052110-006. <br /> • Providing access for site visits as may be requested under Contract No. F1052110- <br /> 006. <br /> • Aiding the MUNICIPALITY in meeting it s obligations under the Washington Public <br /> Records Act. <br /> SECTION 15. Compliance with Contract No. F1052110-006. <br /> The COUNTY shall be bound to follow all applicable requirements of Contract No. <br /> F1052110-006, Exhibit A. The COUNTY's obligations under this section expressly include <br /> the following requirements, but are in no way limited to the requirements listed. <br /> A. Federal Spending Limitations. The COUNTY shall assure that no federal funds are <br /> "obligated or awarded" to the Association of Community Organizations for Reform <br /> Now (ACORN) in compliance with the Office of Management and Budget's 10/7/09 <br /> Memorandum. <br /> B. Auditing Requirements. Auditing requirements including, but are not limited to: <br /> 1. General Requirements <br /> The COUNTY shall maintain its records and accounts so as to facilitate the audit <br /> requirement and shall ensure that Subcontractors also maintain auditable records. <br /> The COUNTY is responsible for any audit exceptions incurred by its own <br /> organization or that of its Subcontractors. <br /> 2. Federal Funds Requirements - OMB Circular A-133 Audits of States, Local <br /> Governments and Non-Profit Organizations <br /> Contractors expending$500,000 or more in a fiscal year in federal funds from all <br /> sources, direct and indirect, are required to have an audit conducted in accordance <br /> with Office of Management and Budget (OMB) Revised Circular A-133 "Audits of <br /> States, Local Governments, and Non-Profit Organizations."
