2 <br /> WHEREAS, the MUNICIPALITY and the COUNTY contemplate the cooperation of the City of <br /> Mukilteo, Community Transit, and Everett Transit in a multi-jurisdictional land use and <br /> multi-modal transportation planning project for the 7.5 miles along the SR 99/ Evergreen <br /> Way Corridor, extending from 41St Street at the north end to 148th Street SW at the south <br /> end; and <br /> THE PARTIES AGREE AS FOLLOWS: <br /> SECTION 1. Purpose. <br /> This Agreement will allow the transfer of COMMERCE funds from the MUNICIPALITY to the <br /> COUNTY for technical planning services in support of the preparation of the SR 99/ <br /> Evergreen Way planning program. <br /> SECTION 2. Statement of Work. <br /> The total work to be completed under the EETP Grant is specified in Attachment A of <br /> Contract No. F1052110-006, which entire contract is attached hereto as Exhibit A and <br /> incorporated herein by this reference (such work, the "TOTAL WORK"). The COUNTY <br /> hereby agrees to aid the MUNICIPALITY in completing the TOTAL WORK and shall obtain <br /> the funds under this Agreement only for completing the tasks, or portions of the tasks, <br /> described in this Section as follows (the "COUNTY WORK"): <br /> • Coordinate land use and transportation planning activities in the SR 99/Evergreen <br /> Way corridor with the MUNICIPALITY, the City of Mukilteo, Community Transit and <br /> Everett Transit. <br /> • Provide background information and data on existing conditions, assessor's data, <br /> redevelopment potential and related financial data and trends in the <br /> unincorporated portions of the Corridor. • <br /> • Attend team meetings and public workshops and coordinate the development and <br /> evaluation of alternative development scenarios. <br /> • Assist in the organization of public workshops and participation from neighborhood <br /> and business owners groups. <br /> • Develop possible incentives to attract and encourage desired development types <br /> and identify disincentives that will stall redevelopment and find ways to remove <br /> these. <br /> • Review and recommend land use and design actions needed for implementation. <br /> Page 2 of 9 Everett/County 2010 EETP Grant Interlocal Agreement <br /> 7 <br />
