Records,indicate the existing water mains within the Lowell Service area were constructed in 1925, and at 85 years old they are at the end of their service life. The 2007 Water Comprehensive Plan recommends upsizing existing mains in the north end of S 3`d Ave and S 3`d Ave between Main Street and Ravenna Street. The Lago da Plata East 8-inch cast iron water main loop, constructed in 1961,provides service to the Silver Lake Master Meter located south of 116th St. The main is badly deteriorated and is leaking. It is recommended that the existing pipe be replaced with new ductile iron pipe and upsizing key portions based on flow modeling results. The modeling for determining the most efficient new pipe diameters will include meeting flow requirements for future maximum demand and residential fireflows. RECOMMENDATION (Exact action requested of Council): Authorize the Mayor to sign a Professional Services Agreement with RothHill,LLC to provide engineering design services for Water Main Improvement Project"K"in the amount of$490,000.00. 39
