In order to do so,the Corps <br /> and City are in progress to complete a cost share(50/50)agreement by year's end that will authorize the <br /> Corps to complete a feasibility study. The study will determine the extent and scope of the project,review <br /> alternatives,perform a cost/benefit economic analysis, finalize an alternative,prepare a feasibility report, <br /> conduct technical reviews of products, and prepare National Environmental Policy Act(NEPA) <br /> documentation. At this stage,the project is completed to a 35%design level and documents are completed <br /> for the federal permitting requirements. <br /> The grant funds will be used by the City to evaluate the restoration alternatives under its cost share <br /> responsibilities. This work will be done as part of the Corps PSAW feasibility study. The grant funds will <br /> pay for costs associated with the development and design of estuary restoration alternatives, enabling the City <br /> to participate fully in the feasibility study and meet its cost-share obligations with the Corps. This is one of <br /> the needed steps to complete this project that will provide flood protection of the No. 5 transmission line. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Authorize the Mayor to sign an Interlocal Agreement with the Washington State Department of Fish and <br /> Wildlife to receive a$100,000 grant for restoration of the former Drainage District No. 6. <br /> 111 <br />
