The <br /> present petition does not meet that requirement. Vacation of this portion of 11th Street <br /> will benefit onlythe private landowners abutting the roadway and will in fact work a <br /> detriment to the public interest, as recognized in the Public Access Element of the Everett <br /> Shoreline Master Plan. <br /> The western end of 11th Street is the northern most street end remaining within the <br /> Rucker Grand Historic Overlay Zone. It offers the public a significant view of Port <br /> Gardner Bay. Although there is one other dedicated street end north of this point, at 10th <br /> Street, the view from that street-end is extremely limited. <br /> 1 1th Street is unique. Between 11th and Alverson Boulevard, there is no other <br /> "street-end" to afford the public a shoreline view along Grand Avenue. Enclosed for your <br /> reference are the following illustrative photographs: 1) a "Google Earth" street level <br /> satellite photo showing the existing 80' street-end at 11th and Grand; and 2) recent <br /> photographs taken at the same location, from 1lth Street looking west. <br /> The Public Access Element (Section 3.7) of the City of Everett's Shoreline Master <br /> Plan provides as follows: <br /> 15 0 99999 00 11293104(SNIP) <br />
