The Phase B-lA Improvements were identified in this report and include <br /> upgrades to the existing trickling filters. <br /> Three bids were received at the bid opening on October 12, 2010, and Gary Harper Construction,Inc.was the <br /> apparent low bidder. Public Works and Legal Staff reviewed the bids and recommend that Gary Harper <br /> Construction, Inc's bid be considered Non-Responsive for failing to provide required information and be <br /> rejected. The lowest responsive bidder was McClure and Sons, Inc. with a bid of$408,088.04, including <br /> Washington State sales tax. <br /> Previous expenditures for this account include$727,783 for design services for Phase B-1 and B-lA <br /> improvements, $1,155,788.44 for construction of WPCF Phase B-1 improvements, and$2,000 in <br /> advertisement expenses for WPCF Phase B-1A improvements. The engineer's estimate for construction is <br /> $450,000. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Reject Gary Harper Construction, Inc.'s bid as Non-Responsive and award the Water Pollution Control <br /> Facility Phase B-1A Improvements Project to the lowest responsive bidder, McClure and Sons Inc.,in the <br /> amount of$408,088.04 including Washington State sales tax and authorize the Mayor to sign the contract <br /> with McClure and Sons Inc. 18 7 <br />
