The state building code is a compilation of codes;by way of example,it includes the International Building,Residential,Mechanical and Fire Codes. Most recently the state updated these codes from their 2006 publication to their 2009 publication. The proposed ordinance is designed to adopt those codes comprising of the state building code,and thereafter to automatically update itself upon the effective date of an amendment to the state building code. It also collapses the adoption of all codes comprising of the state building code into one master ordinance. Thisproposed ordinance also adopts the International Property Maintenance Code(the"IPMC")to replace the City's current housing and dangerous building codes(Chapters 16.08 and 16.12 EMC). The IPMC is kept current by updates made by the International Code Council every three years and will,therefore,keep the City's minimum requirements for existing housing and buildings current. Finally,this proposed ordinance repeals Chapter 16.52 EMC,Wharves and Wharfingers,which is now regulated by the International Fire Code. The proposed amendments to the codes comprising of the state building code are primarily housekeeping and non- substantive. A few amendments,however,represent policy shifts for the City.
