3 <br /> 1.2 All buildings within the binding site plan shall have high quality materials, and <br /> coordinated and compatible architectural treatment, as determined by the Planning <br /> Director. <br /> 1.3 The area west of the stream corridor may be developed independent of the area to <br /> • <br /> the east of the stream, but must be developed as an integrated development in a <br /> business park, industrial park or commercial center developed as a single site <br /> development plan subject to the limitation on uses specified in the development <br /> agreement. The parcel currently developed with a triplex may be redeveloped only in <br /> conjunction with a binding site plan for the property west of the stream corridor. <br /> 1.4 There shall be no additional stream crossings beyond the one existing stream <br /> crossing providing access from Airport Road to the area east of the stream. <br /> 1.5 The City shall review site development plans for access to Airport Road, and may <br /> require a design that discourages or prohibits through traffic between Airport Road <br /> and the property located east of the subject properties, if it determines such traffic <br /> may create a safety hazard or may unreasonably impede the movement of traffic <br /> using Airport Road as a•commute corridor to the southwest Everett- Paine Field <br /> Manufacturing and Industrial Center. <br /> 1.6 If impacts to critical areas are proposed, the binding site plan approval shall be <br /> subject to mitigation of impacts in compliance with the City's Critical Area <br /> Regulations. <br /> 1.7 The Property shall be developed consistent with the M-M zone development <br /> standards, with the exception of minimum lot area, for which smaller lots may be <br /> approved through a staged Binding Site Plan subdivision process. Setbacks from the <br /> interior lot lines of the binding site plan and required landscaping between parcels <br /> along interior property boundaries need not meet the minimum standards of the M-M <br /> zone if part of a binding site plan subdivision approved by the City. Setbacks from <br /> abutting parcels not included in the binding site plan shall meet the minimum <br /> standards of the M-M zone. <br /> 1.8 The binding site plan shall include a traffic access concept that shall provide for <br /> internal traffic circulation/roadway access to the development areas within the <br /> proposed Rezone area which will include the provision of internal access to the <br /> Lanswell parcel, which is currently zoned C-1. The access to Airport Road shall be <br /> 2 <br /> 81 <br />
