a. Slopes greater than fifteen percent; and <br />b. Impermeable soils (typically silt and clay) frequently interbedded with granular soils <br />(predominantly sand and gravel); and <br />c. Springs, groundwater seepage, or saturated soils. <br />2. Any area located on a landslide feature described in subsection (1) of this definition <br />which has shown movement during the Holocene epoch (from ten thousand years ago to <br />the present) or which is underlain by mass wastage debris of that epoch. <br />3. Any area potentially unstable as a result of rapid stream incision, stream bank erosion <br />or undercutting by wave action. <br />is hereby amended to read as follows: <br />"Landslide hazard areas" means those areas of the city subject to a risk of landslide based <br />on a combination of geologic, topographic, and hydrologic factors. <br />Section 48: Definition. Section 3 of Ordinance No. 1847-92, as amended, (EMC 19.4.020), <br />definition of "Mitigation," which currently reads as follows: <br />"Mitigation" means the use of any or all of the following actions: <br />1. Avoiding the impact altogether by not taking a certain action or parts of an action; <br />2. Minimizing impacts by limiting the degree or magnitude of the action and its <br />implementation, by using appropriate technology, or by taking affirmative steps to avoid <br />or reduce impacts; <br />3. Rectifying the impact by repairing, rehabilitating or restoring the affected <br />environmentally sensitive area; <br />4. Reducing or eliminating the impact over time by preservation or maintenance <br />operations during the life of the development proposal; <br />5. Compensating for the impact by replacing or enhancing substitute environmentally <br />sensitive areas. <br />is hereby amended to read as follows: <br />"Mitigation" means avoiding, minimizing, or compensating for adverse impacts and <br />includes the use of any or all of the following actions: <br />1. Avoiding the impact altogether by not taking a certain action or parts of an action; <br />2. Minimizing impacts by limiting the degree or magnitude of the action and its <br />implementation, by using appropriate technology, or by taking affirmative steps to avoid <br />or reduce impacts; <br />3. Rectifying the impact by repairing, rehabilitating or restoring the affected critical area; <br />4. Reducing or eliminating the impact over time by preservation or maintenance <br />operations during the life of the development proposal; <br />5. Compensating for the impact by replacing or enhancing substitute critical areas; <br />6. Monitoring the required mitigation area and taking remedial action when necessary. <br />65 <br />
