The draft and final EIS or SEIS shall be prepared <br /> by a consultant selected by the City per the <br /> City' s adopted procedures. However, City staff <br /> may prepare EIS ' s for City proposals. If the <br /> Responsible Official requires an EIS for a <br /> proposal, the Responsible Official shall notify <br /> the applicant immediately after completion of the <br /> threshold determination. The Responsible Official <br /> shall also notify the applicant of the City' s <br /> procedure for EIS preparation, including approval <br /> of the DEIS and FEIS prior to distribution. <br /> 3 . The City may require that an applicant provide <br /> information the City does not possess, including <br /> specific investigations necessary to identify <br /> potentially significant adverse environmental <br /> impacts. However, the applicant may not be <br /> required to supply information that is not <br /> required under this ordinance or WAC 197-11-100. <br /> (The limitation does not apply to information the <br /> City may request under another ordinance or <br /> statute. ) <br /> a. Preparation of Draft Environmental Impact <br /> Statement. <br /> 1) When an EIS is required, all information required <br /> by the SEPA rules shall be presented by the <br /> consultant in substantially the same form as for <br /> the draft environmental impact statement in <br /> accordance with procedures of Subsection d below. <br /> 2) The Responsible Official shall assure that the EIS <br /> is prepared in a responsible manner and with <br /> appropriate methodology. The Responsible Official <br /> shall direct the areas of research and examination <br /> to be undertaken, as well as the organization of <br /> the resulting document in accordance with <br /> Subsection d below. <br /> 3) The draft environmental impact statement shall be <br /> prepared, or reviewed and approved, by the <br /> Responsible Official prior to distribution. If, <br /> in the opinion of the Responsible Official, the <br /> information provided by the consultant and/or <br /> subconsultant (s) for the draft environmental <br /> impact statement is inadequate, erroneous, <br /> misleading, or otherwise deficient under the <br /> 12 <br />
