2) City determines the scope of the EIS in compliance <br /> with WAC 197-11-360, and WAC 197-11-408 or WAC <br /> 197-11-410 as appropriate. <br /> 3) Applicant negotiates and executes contract with <br /> consultant and required subconsultants. <br /> 4) Consultant submits information in the form of a <br /> preliminary draft EIS to City and applicant. <br /> 5) Applicant reviews and provides comments on <br /> preliminary draft EIS to City. <br /> 6) City reviews the preliminary draft EIS and <br /> applicant ' s comments. <br /> 7) City prepares review comments and directs <br /> preliminary draft EIS changes. <br /> 8) Consultant prepares rough draft of EIS. <br /> 9) City approves rough draft EIS or directs that <br /> further revisions be made. <br /> 10) Consultant types, binds and prints approved draft <br /> EIS in sufficient quantity to satisfy WAC 197-11- <br /> 455 . The specific number shall be determined by <br /> the Responsible Official. <br /> 11) Consultant mails draft EIS to agencies with <br /> expertise and jurisdiction, affected tribes, and <br /> persons requesting a copy in compliance with WAC <br /> 197-11-455. <br /> 12) City reviews comments and directs consultant in <br /> preparation of changes and additions to draft EIS, <br /> responses to draft EIS comments, and preparation <br /> of final EIS. <br /> 13) Consultant types, and prints final EIS. <br /> 14) Consultant circulates Final EIS. <br /> 4 . Public Awareness of Availability of Draft EIS. <br /> The Responsible Official shall inform the public of the <br /> availability of the draft EIS and of the procedures for <br /> requesting a public hearing by publishing notice in a <br /> newspaper of general circulation and by mailing the <br /> notice to all public or private groups or individuals <br /> who have made timely written request of the City for <br /> 15 <br />
