V.B. 1 above; and (3) publishing notice in a <br /> newspaper of general circulation in the City <br /> of Everett. <br /> c. In exceptional circumstances, where it is <br /> determined that methods of notice provided <br /> for in Subsections a or b of this section <br /> would not provide adequate public notice of a <br /> proposed action, the Responsible Official may <br /> require additional notice or notice by <br /> another reasonable method. Failure to <br /> require additional or alternative notice <br /> shall not be a violation of any notice <br /> procedure. <br /> d. Whenever the City issues a DS under WAC 197- <br /> 11-360 (3) , the City shall state the scoping <br /> procedure for the proposal in the DS as <br /> required in WAC 197-11-408 . <br /> e. The comment date shall commence on the date <br /> that the site is posted or notices published <br /> or mailed, whichever occurs later. <br /> 3 . Whenever the City issues a draft EIS under WAC <br /> 197-11-455 (5) or a supplemental EIS under WAC 197- <br /> 11-620, notice of the availability of those <br /> documents shall be given by: <br /> a. Indicating the availability of the DEIS in <br /> any public notice required for a non-exempt <br /> license; and <br /> b. Publishing notice in a newspaper of general <br /> circulation in the City of Everett; and <br /> c. Mailing notice to the SEPA mailing list and <br /> the neighborhood leader mailing list <br /> established under Subsection V. B. 1 . above. <br /> 4 . Whenever possible, the City shall integrate the <br /> public notice required under this section with <br /> existing notice procedures for the City' s non- <br /> exempt permit (s) or approval (s) required for the <br /> proposal. <br /> 5. The City may require an applicant to complete the <br /> public notice requirements for the applicant' s <br /> proposal at his or her expense. <br /> 19 <br />
