'*,,A1411/mm <br /> E!/E?ETT <br /> 41411111 <br /> AN ORDINANCE /910 — 93 <br /> AN ORDINANCE extending the interim traffic mitigation <br /> policy by amending Ordinance No. 1670-89 , 1833-91 <br /> and 1910-92 . <br /> WHEREAS, the City Council finds that on December 27, 1989, the <br /> City Council passed Ordinance No. 1670-89 establishing an interim <br /> traffic mitigation policy for the City of Everett; and <br /> WHEREAS, the City Council finds that Ordinance No. 1670-89 has <br /> been amended to extend the interim traffic mitigation policy <br /> until December 31, 1993 ; and <br /> WHEREAS, the City Council finds that the City continues working <br /> towards the development of a permanent traffic mitigation <br /> ordinance and, in light of the mandates of the Growth Management <br /> Act, additional time is needed; and <br /> WHEREAS, the City Council finds that the interim traffic <br /> mitigation policy should be extended to provide for this <br /> additional time; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1: Section 18 of Ordinance No. 1670-89 as amended by <br /> Ordinance No. 1833-91 and 1910-92 reads as follows: <br /> The Council finds that this ordinance is necessary for <br /> the immediate preservation of the public peace, health, <br /> safety and the public welfare. This ordinance shall <br /> remain in effect until December 31, 1993 . <br /> be and the same is hereby amended to read as follows: <br /> The Council finds that this ordinance is necessary for <br /> the immediate preservation of the public peace, health, <br /> safety and the public welfare. This ordinance shall <br /> remain in effect until December 31, 1995 . <br /> SECTION 2 : SEVERABILITY. <br /> Should any section, subsection, paragraph, sentence, clause or <br /> phrase of this ordinance or its application to any person or <br /> situation be declared unconstitutional or invalid for any reason, <br /> such decision shall not affect the validity of the remaining <br /> portions of this ordinance or its application to any other person <br /> or situation. The City Council of the City of Everett hereby <br /> declares that it would have adopted this ordinance and each <br /> section, subsection, sentence, clause, phrase or portion thereof <br />
