• <br /> EL/E/FETT <br /> ORDINANCE NO. /961e.- Q3 <br /> AN ORDINANCE creating a special improvement project fund entitled "SR <br /> 52611-5 High Occupancy Vehicle (HOV) Lane Project, Fund No. 365, <br /> to accumulate all design and construction costs for the improvement <br /> project, and repealing Ordinance No. 1859-92. <br /> WHEREAS, the City Council recognizes that as new development takes place in the <br /> Southwest Everett and Paine Field areas consistent with the Southwest Everett <br /> Comprehensive Plan, Snohomish County's Paine Field Area Comprehensive Plan, the <br /> Paine Field Airport Master Plan, and the City of Mukilteo's Comprehensive Plan, that <br /> access improvements must be made to accommodate the increase in the vehicular traffic <br /> generated by this development; and <br /> WHEREAS, the traffic studies conducted by the Boeing Company show that some <br /> form of High Occupancy Vehicle (HOV) facilities are needed on SR 526 to help <br /> accommodate increasing traffic volumes; and <br /> WHEREAS, the study, design, and construction of HOV improvements on SR 526 are <br /> an integral part of the program to mitigate the off-site traffic impacts of the Boeing <br /> plant expansion; and <br /> WHEREAS, the Boeing Company has pledged funding for the study, design, and <br /> construction of HOV improvements on SR 526; and <br /> WHEREAS, based on recent studies, Boeing, WSDOT, FHWA, and Everett have <br /> collectively agreed upon a right-side HOV lane along eastbound SR 526 and <br /> southbound Interstate 5 between Evergreen Way and 128th Street; and <br /> WHEREAS, federal and state grants have been obtained to supplement the Boeing <br /> mitigation monies and provide the remaining funds needed to design and construct the <br /> new HOV lane; and <br /> WHEREAS, on February 12, 1992, City Council passed Ordinance No. 1859-92, <br /> establishing Fund 365, entitled "Study of SR 526 High Occupancy Vehicle (HOV) <br /> Treatment Alternatives," to provide funding for the study of HOV options on State <br /> Route 526; <br /> 1 <br />
