• <br /> 11901 <br /> EVERETT <br /> ORDINANCE NO. /t 5f_ 95 <br /> An Ordinance Amending the Everett Zoning Code <br /> Concerning Bed and Breakfast Houses, <br /> Ordinance No. 1671-89 , as amended, Title 19 EMC. <br /> WHEREAS, the Everett Zoning Code currently permits bed and <br /> breakfast houses in all multiple family residential zones and <br /> in homes on National and State Historic Registers in any single <br /> family zone; and <br /> WHEREAS, the current review process used for City review of bed <br /> and breakfast houses does not provide for public notification <br /> of administrative determinations; and <br /> WHEREAS, the City Council requested that the Planning <br /> Commission review and make recommendations on "whether the <br /> Zoning Code should be amended to include the opportunity for <br /> public input on such proposed conversions; " and <br /> WHEREAS, the Everett Historic Commission has recommended adding <br /> the Everett Historic Register to the Historic register <br /> requirements as a means of improving the future prospects for <br /> preserving homes of historic merit, and has also recommended <br /> that permitted zones for bed and breakfast houses be expanded <br /> to include all commercial zones where applicable; and <br /> WHEREAS, the Planning Commission conducted a public hearing and <br /> considered public testimony concerning potential amendments to <br /> Everett Zoning Code's regulations pertaining to bed and <br /> breakfast houses, and recommended that the City Council make <br /> several amendments to Everett Zoning Code's requirements for <br /> bed and breakfast houses; and <br /> WHEREAS, the City Council considered the Planning Commission <br /> recommendation and remanded the matter for reconsideration of <br /> three specific items; and <br /> WHEREAS, the Planning Commission held a public hearing and <br /> considered public testimony related to the specific items <br /> remanded by the City Council, and recommended that City Council <br /> make additional revisions; and <br /> WHEREAS, the City Council finds the following: <br /> 1 . The proposed amendments are consistent with the Everett <br /> General Plan; and <br /> 2 . The proposed amendments bear a substantial relationship to <br /> the public health, safety and welfare; and <br /> 3 . The proposed amendments promote the best long term <br /> interests of the Everett community. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br />
