E. The issue of State promulgated adult use regulations was <br /> considered during the 1993 legislative session. <br /> SECTION 2 : Based on the foregoing findings of fact, the City <br /> Council makes the following conclusions: <br /> A. The City has been conducting research to enable the City to <br /> make a determination regarding the secondary adverse impacts <br /> of adult bookstores, adult retail stores and adult video <br /> stores relative to adult use zoning regulations; <br /> B. The City needs more time to complete its research relative <br /> to the zoning of adult bookstores, adult retail stores and <br /> adult video stores and to determine what may occur at the <br /> State level relative to the zoning of these businesses; <br /> C. An additional extension of the interim regulations adopted <br /> in Ordinance No. 1860-92 is necessary to allow the City to <br /> continue to research this matter; and <br /> D. A six (6) month extension through December 31, 1993 , is <br /> reasonable. <br /> SECTION 3 : Section 2 of Ordinance No. 1860-92 as amended by <br /> Section 3 of Ordinance No. 1911-92 which reads as follows: <br /> This ordinance is interim and shall remain in effect <br /> until June 30, 1993 . <br /> be and the same is hereby amended to read as follows: <br /> This ordinance is interim and shall remain in effect <br /> until December 31, 1993 . <br /> SECTION 4 : SEVERABILITY. <br /> Should any section, subsection, paragraph, sentence, clause or <br /> phrase of this ordinance or its application to any person or <br /> situation be declared unconstitutional or invalid for any reason, <br /> such decision shall not affect the validity of the remaining <br /> portions of this ordinance or its application to any other person <br /> or situation. The City Council of the City of Everett hereby <br /> declares that it would have adopted this ordinance and each <br /> section, subsection, sentence, clause, phrase or portion thereof <br />
