ORDINANCE NO. 1937-93 EL/EffETT AN ORDINANCE creating a special design and construction fund entitled "Public Works Enhancement and Improvement Projects," Fund 303, to accumulate all design and construction costs for ongoing Public Works enhancement and improvement projects. WHEREAS, ongoing traffic studies and comprehensive planning indicate a need for Public Works enhancement and improvement projects; and WHEREAS, the City has applied for and received approval for several Public Works enhancement and improvement projects; and NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: A special Design and Construction Fund is hereby established as Fund 303, entitled "Public Works Enhancement and Improvement Projects" to accumulate all costs for authorized enhancement and improvement projects. Section 2: Authorization is hereby given to accumulate costs and distribute payments from Fund 303 for design and construction of enhancement and improvement projects" as established by budget amendment or plans and systems ordinance. Section 3: Authorization is hereby granted for the "Public Works Director", under direction of the Mayor, to assume full and complete responsibility for conducting all tasks and doing all things to accomplish the actions authorized in this ordinance. Section 4: Appropriations to Fund 303 will be established by plans and systems ordinances authorizing the project. Appropriations will be for a specific program (project) and will include a complete and balanced budget. Section 5: The City Treasurer of the City of Everett is hereby authorized to obtain interim financing which may be in any form permitted by law. Interim financing liabilities shall be paid by the Treasurer as soon as permanent financing monies, from sources as described elsewhere in this ordinance, are received.
