The Regional TDR program that can use tax increment financing to fund <br /> infrastructure improvements in designated TDR receiving areas is not likely <br /> to be a viable tool in the City of Everett as currently authorized by State law. <br /> NOW, THEREFORE, THE CITY DOES HEREBY RESOLVE THE FOLLOWING: <br /> 1. City staff is directed to initiate contact with Snohomish County to determine how <br /> an interjurisdictional TDR program could work in a manner that benefits both <br /> jurisdictions. <br /> 2.
