A <br /> 10 <br /> EVERETT <br /> City of Everett Commute Trip "t3 , <br /> Reduction Ordinance <br /> Ordinance Number 1925-93 . <br /> An ordinance adopting the Everett commute trip reduction (CTR) plan and implementing measures <br /> as required by RCW 70:94.527. <br /> WHEREAS, increases in the amount and rate of urban growth within Everett have directly <br /> contributed to higher levels of traffic congestion and delay; and <br /> WHEREAS, the public's health, safety and welfare are threatened by increases in vehicular <br /> travel and petroleum fuel consumption that negatively impact traffic safety, air quality and <br /> neighborhood noise levels; and <br /> WHEREAS, encouraging the use of clean fueled vehicles (for example electric or compressed <br /> natural gas), in combination with reducing commute trips can be beneficial to air quality and <br /> noise effects, as well as reducing petroleum fuel consumption and traffic congestion; and <br /> WHEREAS, traffic congestion and delay harm the city's economy by impeding the delivery of <br /> goods and services and causing working hours to be lost; and <br /> WHEREAS, the Legislature has enacted the Commute Trip Reduction Law (RCW <br /> 70.94.521-551) which requires the City in 1992 to establish commute trip reduction plans that <br /> require affected employers to prepare commute trip reduction programs for their employees; and <br /> WHEREAS, the Commute Trip Reduction Law requires the City to adopt by ordinance and <br /> implement a commute trip reduction plan designed to achieve reductions in the proportion of <br /> single occupant vehicle commute trips and the commute trip vehicle miles travelled per <br /> employee; and <br /> WHEREAS, the 1990 Growth Management Act requires the City to implement transportation <br /> demand management (TDM) measures. <br /> NOW THEREFORE THE CITY OF EVERETT DOES ORDAIN: <br /> CHAPTER 1: ADMINISTRATION <br /> SECTION A TITLE <br /> This ordinance shall be known as the "Commute Trip Reduction Ordinance of the City of Everett." <br /> 1 <br />
