b. Compute credits for trip reduction measures implemented prior to 1992 <br /> and allow modifications to VMT and SOV use targets where undue hardship <br /> would be experienced. <br /> c. Develop and maintain a trip reduction planning database with pertinent <br /> information on the affected employers, trip reduction goals, base year values, <br /> and trip reduction programs. <br /> d. Monitor individual employer progress towards achieving VMT and SOV <br /> use targets for 1995, 1997, and 1999. <br /> Objective 2: Shift employee commuting from SOV's to buses, carpools, vanpools, bicycles, and <br /> walking; thereby reducing the need for roadway improvements. <br /> Policies: a. Give high priority in the Transportation Improvement Program to facilities <br /> for high-occupancy vehicles, and non-motorized modes that support commute <br /> trip reduction. <br /> b. Help Community Transit and Everett Transit develop in-county commuter <br /> routes which focus on major employment sites. <br /> c. Work with other transit agencies to develop intercounty commuter service. <br /> d. Work with Community Transit and Everett Transit to develop park-and- <br /> ride and park-and-pool lots. <br /> e. Work with any non-affected employers who voluntarily develop trip <br /> reduction programs. <br /> Objective 3: Refine existing policies and/or adopt additional policies to support and enhance the <br /> effectiveness of trip reduction planning. <br /> Policies: a. Prepare and adopt a trip reduction ordinance that applies to new <br /> development <br /> b. Revise parking ordinances to support trip reduction policies, including <br /> minimum and maximum ratios for required parking stalls, and requiring <br /> preferential parking for HOVs. <br /> II. GOAL: INFORM AND EDUCATE EMPLOYERS, EMPLOYEES AND THE PUBLIC ON <br /> THE BENEFITS OF COMMUTE TRIP REDUCTION <br /> Objective 1: Implement an effective trip reduction program by the City of Everett for its own <br /> employees which sets an example for other affected employers. <br /> Policies: a. The City's trip reduction program will encourage ridesharing between its <br /> own employees and the employees of other agencies and businesses. <br /> b. The City's trip reduction program will apply to all employees at all sites. <br /> Objective 2: Support a centralized marketing and employer outreach program to inform and <br /> educate on trip reduction programs. <br /> Policies: a. Support Community Transit in its lead role in marketing transit and <br /> ridesharing in Snohomish County. <br /> b. Provide information to non-affected employers to encourage voluntary trip <br /> reduction programs. <br /> 3 <br />
