process, and will determine whether the exemption will be in effect during the following program <br /> year. <br /> Prior to implementation, an affected employer may request a modification of program goals from <br /> the City. Grounds for granting modification and the associated modification will be determined on <br /> a case-by-case basis and include the following: (1) An affected employer can demonstrate it requires <br /> significant numbers of its employees to use the vehicles they drive to work during the work day for <br /> work purposes. The employer shall provide documentation indicating how many employees meet <br /> these conditions and must demonstrate that no reasonable alternative commute mode exists for these <br /> employees and that the vehicles cannot reasonably be used for carpools or vanpools. Under this <br /> condition, the applicable goals will not be changed but those employees who need daily access to the <br /> vehicles they drive to work will not be included in the calculations of proportion of SOV trips and <br /> VMT per employee used to determine the employer's progress toward program goals. (2) An <br /> affected employer demonstrates that its worksite is contiguous with a CTR zone boundary and that <br /> the worksite conditions affecting alternative commute options are similar to those for employers in <br /> the adjoining CTR zone. Under this condition, the employer's worksite may be made subject to the <br /> same goals for VMT per employee and proportion of SOV trips as employers in the adjoining CTR <br /> zone. The employer may only request a modification based on these conditions prior to the CTR <br /> program implementation date. <br /> Modification may also be requested due to unanticipated conditions: (1) An affected employer <br /> demonstrates that opportunities for alternative commute modes do not exist due to factors related to <br /> the worksite, its work force, or characteristics of the business that are beyond the employer's <br /> control. (2) Affected employers whose worksite changes and that contribute substantially to traffic <br /> congestion in a CTR zone may request a program modification to seek alternative program goals. <br /> (3) any other condition that can be demonstrated by the affected employer to warrant a modification. <br /> The employer may not request a modification based on these three conditions until the first <br /> measurement year (1995). <br /> Goals for VMT per Employee and Proportion of SOV Trips <br /> The goals for January 1 of 1995, 1997, and 1999 for reducing SOV and VMT per employee are <br /> specified in RCW 70.94.527 [4a] and [4g] to be 15, 25, and 35 percent, respectively, from the 1992 <br /> base year values for a CTR zone. That is, the 1995 goal is 85 percent of the base year value, the <br /> 1997 goal is 75 percent of the base year value, and the 1999 goal is 65 percent of the base year <br /> value. <br /> The base year values for SOV use were determined from 1980 and 1990 census data, along with <br /> information from the Puget Sound Regional Council's 1990 transportation model. The following <br /> table summarizes the base and goal levels for SOV use and VMT in the Everett/Mukilteo Zone. <br /> 8 <br />
